Position Description

Duties and Responsibilities:

  • Conduct Standard Army Safety and Occupational Health inspections.
  • Inspect subordinate unit safety programs to identify potential hazards and evaluate their effectiveness.
  • Assess safety hazards associated with range and explosive safety.
  • Evaluate and analyze unit/activity safety programs.
  • Investigate reports of unsafe or unhealthy working conditions.
  • Compile and analyze reports on all Army accidents.
  • Develop and conduct safety training for military units/activities.
  • Brief commanders and leaders on safety programs and objectives.
  • Prepare Unit Safety and Occupational Health Advisory Council (SOHAC) meeting presentations.
  • Participate in progress reviews for field training exercises.
  • Review Risk Management Plans to identify hazards and implement risk control measures.
  • Provide technical safety advice for specialized military activities.
  • Initiate safety education campaigns.
  • Prepare brochures and newsletters on occupational safety procedures.
  • Complete After Action Reports (AAR) for exercises.
  • Provide safety oversight at unit exercises.
  • Draft, review, and update Unit Standard Operating Procedures (SOPs), pre-accident plans, and emergency action plans.

Requirements & Conditions of Employment:

  • Appointment may be subject to suitability or fitness determination following a background investigation.
  • This is an Emergency Essential (E-E) position requiring deployment readiness.
  • Must pass a pre-employment and annual deployable medical examination.
  • Must sign an agreement to E-E conditions of employment prior to appointment.
  • Mobility agreement is required.
  • Must possess and maintain a valid stateside driver's license and obtain a U.S. Government vehicle license within 30 days of employment.
  • May be exposed to hazardous materials or extreme temperatures.
  • Must complete Level I Skills training per the Army Functional Career Program (FC-12) within one year of appointment.
  • Must sign DA Form 5019-R, agreeing to Drug-Free Federal Workplace Program conditions.
  • Must obtain and maintain a Secret security clearance.
  • Position requires flexible shifts, including evenings, weekends, and holidays as needed.
  • This position may fall under the Lautenberg Amendment, prohibiting persons convicted of domestic violence misdemeanors from eligibility.

Qualifications:
Who May Apply:
Applicants must meet one of the following employment authority categories. Proof of eligibility will be required:

  • 30 Percent or More Disabled Veterans
  • Current Department of the Army Civilian Employees
  • Current Department of Defense (DoD) Civilian Employees (non-Army)
  • Military Spouses (Executive Order 13473)
  • Veterans Employment Opportunity Act (VEOA) of 1998, among others

Specialized Experience:
One year of specialized experience equivalent to GS-09 level in the federal service. This includes:

  • Supporting technical, analytical, and advisory safety program activities.
  • Developing safety policies and evaluating existing programs.
  • Inspecting workplaces for hazards and reducing risks.
  • Providing safety training and investigating workplace accidents.

Education Substitutions:

  • A Ph.D. or equivalent degree in safety/occupational health fields (or related disciplines with 24 semester hours in relevant subjects) can substitute for experience.
  • A combination of education and experience may also be acceptable.

Additional Information:

  • Male applicants born after December 31, 1959, must register for Selective Service.
  • U.S. Citizenship required.
