Job Summary

The U.S. Department of Defense seeks a qualified Contract Administrator to join a dynamic team responsible for managing and overseeing government contracts, grants, and agreements. The position involves contract administration from initiation to closeout and requires deployment capabilities for overseas assignments.

Key Responsibilities

  • Administer a portfolio of government contracts, grants, and agreements, performing comprehensive contract functions.
  • Review new contracts for inclusion of necessary clauses and compliance with regulations.
  • Monitor contractor performance, ensuring adherence to laws, delivery schedules, payment terms, and reporting requirements.
  • Coordinate with contractors to clarify requirements and resolve issues, including deviations or waiver requests.
  • Utilize electronic systems to manage contracts, track performance, and maintain documentation.
  • Conduct final closeout of contracts, verifying delivery, inspections, and administrative actions.
  • Research and implement contract administrative policies and procedures.
  • Perform reconciliation of funds, database management, and contract financing verification.

Requirements and Conditions of Employment

  • A valid state driver’s license is required.
  • Security clearance: Non-Critical Sensitive with Secret Access.
  • Must obtain and maintain a government travel card.
  • Deployment readiness, including medical/dental examinations and immunizations, is required.
  • Pre-employment and annual physical fitness exams are mandatory.
  • Selectee must be exempt from recall to military Reserves.
  • Males born after December 31, 1959, must be registered with Selective Service or have an exemption.
  • The emergency-Essential designation requires readiness for crisis deployment to overseas duty locations.

Qualifications

Applicants must meet the basic contracting requirement and demonstrate specialized experience or education:

Basic Requirement

  • A bachelor’s degree from an accredited institution, OR
  • Exemption based on current or prior experience in contracting roles within the DoD or Armed Forces before September 30, 2000.

Specialized Experience (GS-11 Level)

  • At least one year of experience equivalent to GS-09, including:
    • Reviewing contracts for compliance with regulations (FAR/DFAR), delivery schedules, and terms.
    • Assisting in negotiations, contract modifications, and performance analysis.
    • Analyzing reports to determine compliance and issuing deficiency notices.
  • OR substitution with education: Three years of progressively advanced graduate education or a Ph.D. in a relevant field.

Education Requirements

  • Applicants using education to qualify must submit transcripts showing degree completion and relevant coursework.
  • Foreign education must be evaluated for equivalence to U.S. standards by a recognized credentialing agency.

Additional Information

  • Permanent GS-11 position with promotion to GS-12 during deployment (if eligible).
  • Flexible schedule with potential for evening, weekend, holiday, and overtime work during deployment.
  • Deployment requires adherence to theater entry requirements, including immunizations.
  • Danger pay and foreign post differential authorized for overseas deployments.
