Duties:

  • Lead the establishment of a System Integration Laboratory (SIL) as a collaborative project between the C5ISR Center, PM Electronic Warfare Cyber (EWC), and CECOM SEC.
  • Foster the creation of an integrated product team across organizations to achieve SIL objectives.
  • Set project goals, priorities, and schedules, and manage resource allocation; assess project results through reviews, briefings, and reports to higher management.
  • Collaborate with senior stakeholders, including CECOM SEC, C5ISR RTI and ETI, and PM EWC, to align on program requirements and schedules.
  • Oversee the coordination of efforts by non-direct report IT specialists and engineers in the development of laboratory infrastructure.
  • Assess long-term needs and provide recommendations for appropriate solutions.
  • Implement management controls to ensure laboratory integrity, including addressing cybersecurity, configuration management, and system onboarding procedures.
  • Monitor software development and engineering phases to ensure infrastructure suitability.
  • Promote a seamless collaborative environment between C5ISR, PM customers, and prime vendor developers.

Requirements:

  • Appointment may be subject to a suitability determination, as per the completed background investigation.
  • Must be able to obtain and maintain a Top-Secret Security Clearance with Sensitive Compartmented Information (SCI) access. A Single Scope Background Investigation (SSBI) is required.
  • Must comply with the Alcohol and Drug Abuse Prevention and Control Program, which includes signing a DA Form 5019-R and undergoing urinalysis testing before appointment and periodically thereafter.
  • Required to submit a Financial Disclosure Statement (OGE-450) annually.
  • Extended probationary period of up to three years may apply unless prior probationary or trial period requirements are met.
  • The position is within the Army Acquisition, Logistics, and Technology Workforce; the selected candidate must meet position certification requirements within 60 months of entering the position.
  • Temporary business travel may be required up to 25% of the time.

Qualifications:

  • Specialized Experience: At least one year of specialized experience equivalent to the DB-03 pay band (or GS-13 equivalent) that includes:

    • Experience in developing, integrating, or testing communications systems, electronic warfare (EW), RF sensors, or signal/data processing for threat detection and geolocation.
    • Experience in applying engineering concepts or providing technical advice on SIGINT, cyber EW, electronic support, or electronic attack technologies.
    • Experience in solving complex technical problems to advance technology and maintaining customer relations with internal and external stakeholders.
  • Basic Education Requirements for Engineering:

    • A Bachelor's degree (or higher) in engineering, accredited by the Accreditation Board for Engineering and Technology (ABET), or a degree that includes coursework in physical and mathematical sciences related to engineering.
    • Alternatively, a combination of education and experience that demonstrates thorough knowledge of engineering principles and practices.
