Job Overview

SAIC is seeking a Deputy Program Manager (DPM) to support the U.S. Transportation Command (USTRANSCOM) at Scott Air Force Base (AFB), Illinois. This position is part of the USTC Managed Information Technology Services (MITS) contract, which provides strategic, technical, and program management support for the modernization of USTRANSCOM’s infrastructure, systems, and applications. The ideal candidate will have strong management and technical skills, as well as the ability to oversee a complex, multi-disciplinary program within a dynamic and dispersed work environment.

Key Responsibilities

  • Program Management:
    • Lead and manage all contract requirements, ensuring adherence to program deliverables and schedules.
    • Control financial and administrative costs, track deliverables, and support the Program Manager (PM) with execution of contract deliverables, subcontracting, and quality assurance.
    • Oversee financial oversight in collaboration with the project controller, including planning, execution, and tracking of financial tasks.
    • Work closely with contracts, subcontracts, and procurement leads to acquire program materials and services.
    • Ensure compliance with quality standards, product delivery, and contract requirements. Notify leadership of potential issues in advance.
  • Leadership & Staff Development:
    • Manage complex teams, including SAIC, the sponsor, and subcontractors across multiple locations.
    • Serve as the alternate point of contact for the sponsor on project issues, engaging appropriate team resources as needed.
    • Conduct regular briefings to leadership on program status, milestones, and progress.
    • Develop procedures, plans, and direct the execution of all program activities, including IT, engineering, programming, maintenance, and administration.
    • Manage resource acquisition and control the financial and administrative aspects of the project.
  • Contract & Financial Oversight:
    • Direct program resources and manage complex technical contracts with a value greater than $5 million.
    • Balance prime and subcontract skill mix to meet corporate goals while delivering on program objectives.
    • Oversee the technical scope of contracts and ensure deliverables are met on time and within budget.

Qualifications

Required:

  • Bachelor’s degree in a business or management-related field.
  • 10+ years of experience in program management, including 5+ years of experience managing DOD contracting (e.g., IDIQ, FFP, CPFF programs).
  • Minimum 5 years in leadership positions with increasing responsibility.
  • Must be a U.S. Citizen with the ability to obtain a Secret Security Clearance.
  • Experience managing technical scope on contracts greater than $5M in total value.
  • Experience with complex technical programs (design, production, fielding, training).
  • Demonstrated experience managing DOD programs or teams of 50+ FTEs or equivalent personnel.
  • Active Project Management Institute (PMI) or Project Management Professional (PMP) certification.

Desired:

  • MA/MS degree.
  • ITIL V4 Foundations certification (must be completed within 60 days).
  • One of the IAM Level III certifications: CISM, CISSP (or Associate), GSLC.

Compensation

The target salary range for this position is $120,001 - $160,000, based on experience and other factors.
