Duties:

  • Serve as the Support Services Division Chief and the Strategic Engagement Officer for the Defense Logistics Agency (DLA), overseeing critical logistics and operational functions.
  • Develop and implement long-term goals, objectives, and staffing requirements to ensure operational efficiency and alignment with organizational strategies.
  • Represent DLA Distribution San Joaquin at various meetings, seminars, conferences, and workshops to ensure effective communication and implementation of policies, objectives, and procedures.
  • Act as the primary technical authority for the assigned area, providing expertise and guidance to staff and stakeholders.
  • Initiate or recommend personnel actions, including performance standards development, to ensure optimal workforce management.
  • Direct the analysis of operations, policies, and procedures to identify opportunities for improvement in safety, quality, production, workflow, and organizational culture.
  • Identify and implement solutions to eliminate bottlenecks, reduce barriers to production, and streamline work operations for enhanced efficiency.

Conditions of Employment:

  • U.S. Citizenship: Must be a U.S. citizen.
  • Tour of Duty: Fixed work schedule.
  • Security Requirements: Non-Critical Sensitive with Secret Access clearance required.
  • Suitability Determination: Appointment is contingent on a favorable suitability or fitness determination. A negative background check may lead to removal.
  • Fair Labor Standards Act (FLSA): Exempt.
  • Selective Service: Males born after December 31, 1959, must be registered or exempt.
  • Recruitment Incentives: Not authorized.
  • Supervisory Probation: Required for new supervisors.
  • Supervisory Certification: Completion of a Supervisory Certification Program is required.
  • Bargaining Unit Status: This is not a bargaining unit position.
  • Mission Essential: Must be available to work during emergencies to ensure the continuation of essential functions. This could involve working from the duty location, a telework site, or an alternate facility.

Qualifications:

Specialized Experience:

To qualify for the Supervisory Distribution Facilities Specialist position at the GS-13 level, your resume and supporting documentation must show one year of specialized experience at or equivalent to the GS-12 level. Specialized experience includes:

  • Planning and managing operations to achieve the most efficient and cost-effective execution of assigned functions.
  • Overseeing the design and execution of comprehensive studies and projects to improve operational efficiency and effectiveness.
  • Managing distribution facility operations, setting priorities, assessing complexity, and aligning resources with employee capabilities.
  • Coordinating and directing strategic logistics planning, as well as efforts for future operations planning and execution.

Experience:

  • Your experience can include both paid and unpaid work, including volunteer work through national service programs (e.g., Peace Corps, AmeriCorps) and other professional or community service organizations. These experiences help develop the critical competencies, skills, and knowledge necessary for the position.

Education Substitution:

  • Education cannot substitute for specialized experience at the GS-13 level.
