Position Overview

This role serves as a senior technical leader in the development, system introduction, and sustainment of Aircraft Launch and Recovery Equipment (ALRE) systems, including associated support equipment. The incumbent will oversee advanced engineering projects, mentor staff, and ensure compliance with safety, quality, and technical standards.

Key Responsibilities

  • Act as the subject matter expert for all aspects of ALRE systems and engineering technologies across mechanical, electrical, computer, and system/subsystem disciplines.
  • Lead the development and sustainment of ALRE systems, ensuring alignment with fleet and customer requirements.
  • Supervise technical projects to meet critical safety, quality, cost, and schedule requirements.
  • Provide national-level technical leadership in the research, development, and sustainment of complex machinery and systems integration.
  • Supervise staff and division heads, fostering the development of junior engineers through hands-on mentorship.
  • Identify, plan, and execute support equipment and legacy ALRE program objectives.

Conditions of Employment

  • U.S. citizenship required.
  • Must pass E-Verify employment verification.
  • Successful completion of pre-employment drug testing (including marijuana) and random drug testing thereafter.
  • Must complete ethics orientation within three months of appointment and file a Confidential Financial Disclosure Report (OGE-450) within 30 days.
  • Designated as a Critical Acquisition Position (CAP) requiring a three-year tenure agreement unless waived.
  • Ability to travel to CONUS and OCONUS locations, including remote or isolated sites, via military and commercial aircraft.
  • Supervisors must adhere to heightened ethical standards, including the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Mandatory Technical Qualifications (MTQs): Applicants must submit a separate narrative (not exceeding two pages per qualification) addressing each MTQ:

  1. Expertise in Support Equipment (SE) and ALRE machinery systems technology development, including integration with manned/unmanned aircraft and carrier platforms (e.g., CVNs, LHAs).
  2. Knowledge of DoD acquisition policies and strategies, particularly in technology development for SE/ALRE systems, with experience in tools such as modeling and simulation and systems engineering.
  3. Proven ability to lead and influence complex machinery systems development and systems-of-systems integrations within DoD policies and goals.
  4. Experience leading diverse RDT&E teams representing Navy/Marine Corps Systems Technology Development interests.
  5. Exceptional negotiation skills to achieve complex solutions within specialty areas with key stakeholders.

Basic Education Requirements (0801 Professional Engineering Series):

  • Bachelor’s degree in Engineering from an ABET-accredited program or equivalent education and experience, as outlined by OPM qualifications.
  • Advanced degrees (Master’s or Ph.D.) in engineering, physics, or related fields are highly desirable.

  • This position exceeds the NM-05 (GS-15 equivalent) and requires demonstrated expertise and a national/international reputation in the field.
  • SSTM positions ensure long-term stewardship of technical capabilities and are in the competitive service.
