Position Overview

The Senior Counsel/Team Leader will lead and manage a team of attorneys, providing guidance, mentorship, and support to ensure high-quality legal services. This role encompasses advising on federal acquisitions, handling bid protests, and collaborating with various stakeholders, including senior leadership, to address complex legal and procurement issues.

Key Responsibilities

Leadership and Team Development:

  • Provide leadership, guidance, training, and mentorship to team members.
  • Assign tasks, plan team activities, monitor performance, and ensure effective workload distribution.
  • Foster professional growth by offering diverse and challenging opportunities.

Legal Advisory and Representation:

  • Advise clients on acquisitions, including planning, solicitation language, offer evaluations, and contract award decisions.
  • Provide guidance on contract administration and compliance with federal laws and regulations.
  • Assist clients during internal and external reviews, including Red Team reviews and audits.

Bid Protest and Litigation Support:

  • Prepare or assist in preparing Agency Reports for Government Accountability Office (GAO) protests.
  • Advise on and respond to agency or contracting officer protests.
  • Collaborate with the Department of Justice on cases filed in federal court.

Collaboration:

  • Work closely with Supply Chain Counsel, office leadership, and headquarters on acquisition matters.
  • Partner with other Major Subordinate Command legal offices.
  • Coordinate with the Litigation Team on disputes, claims, and terminations.

Client Relations and Reporting:

  • Meet with senior leadership to provide legal advice on acquisitions, contract administration, and litigation matters.

Requirements

Conditions of Employment:

  • Must be a U.S. Citizen.
  • Designated as an Excepted Service position.
  • Must obtain and maintain a Secret security clearance.
  • Subject to favorable suitability or fitness determinations; periodic reinvestigations are required.
  • Males born after 12/31/1959 must register with Selective Service.
  • Completion of a financial disclosure report (OGE-450).
  • Drug-free workplace requirements apply.

Qualifications:

Education:

  • A first professional law degree (LL.B. or J.D.)
  • Proof of active membership in good standing with the bar of a U.S. state, commonwealth, territory, or the District of Columbia.

Experience (GS-14 Level):

  • Minimum of 3 years of professional legal experience relevant to the duties of this position, including:
  • Federal acquisition law and advising on complex procurements.
  • Defending clients in bid protests before GAO, agencies, or contracting officers.
  • Assisting the Department of Justice in federal court cases.

  • Leadership abilities to guide personnel and manage programs effectively.

Security Clearance:

  • Must obtain and maintain a Non-Critical Sensitive Secret clearance.

Education Requirements

  • Foreign education must be evaluated for U.S. equivalency.
