Duties:

  • Provide a full range of data science services for scientific and technical intelligence applications, offering technical guidance, advisory support, and assistance.
  • Lead a team of data scientists to address complex data problems. Serve as the team lead, offering technical guidance and support to NASIC partners to solve highly intricate challenges.
  • Manage projects at various stages, including developing action plans, identifying requirements, presenting briefings, creating data visualizations, and preparing other necessary project materials and documents.
  • Make technical recommendations and foster information exchange with NASIC leadership, the Intelligence Community, and DoD entities. Integrate technical reports and documents resulting from each project or activity.
  • Represent the organization during visits with government and industry representatives.
  • Develop and implement Data Science training programs for team and Center use, establishing a curriculum, delivery mechanisms, and pacing in collaboration with the Principal Technical Advisor.

Requirements:

  • U.S. Citizenship is required.
  • New DCIPS employees must complete a two-year trial period.
  • PCS (Permanent Change of Station) may be authorized in accordance with JTR and AF Regulations.
  • Subject to provisions of the DoD Priority Placement Program.
  • Selective Service registration is required (for males born after 12/31/1959).
  • Ability to work outside of normal duty hours, including evenings, weekends, and holidays.
  • May require shift work and emergency overtime.
  • Current certifications must be maintained.
  • Direct Deposit is mandatory for all federal employees.
  • The position is designated as special-sensitive; incumbent must obtain and retain a TOP SECRET (TS) clearance with access to Sensitive Compartmented Information (SCI) and sign a non-disclosure agreement.
  • Some travel may be required, including travel in military and/or commercial aircraft.
  • A Bachelor's Degree in Operations Research, Engineering, Physical Sciences, Mathematics, or a related technical/systems discipline is required.
  • The position involves sedentary work, requiring prolonged periods of sitting, reading, and data analysis in an office setting.
  • Must exhibit strong judgment, resourcefulness, originality, and the ability to anticipate technological impacts.

Qualifications:

  • This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS), equivalent to a GS-13 position.
  • Specialized experience required includes professional knowledge of operations research, engineering, physical sciences, mathematics, or other technical disciplines, along with expertise in applying analytical methodologies and developing models to solve complex problems.

Basic Requirements:

  • A degree in Operations Research OR at least 24 semester hours in subjects such as operations research, mathematics, statistics, or other related disciplines, with 3 hours in calculus.

Experience:

  • Professional experience in operations research, engineering, or related fields, with knowledge of operations research techniques, analytical abilities, and quantitative methods.
  • Experience working within the intelligence community or DoD, particularly in data systems and issues management, with knowledge of intelligence security concepts.
  • Proven skill in applying analytical techniques, conducting complex research, and effectively communicating results in both oral and written formats.

Knowledge, Skills, and Abilities (KSAs):

  1. Expertise in statistics, mathematics, and computer science to perform studies and resolve complex data-related issues.
  2. Broad knowledge of operations research techniques and the ability to develop and apply models to solve problems.
  3. Familiarity with the national intelligence community, DoD structure, and security procedures for handling classified material.
  4. Ability to conduct research, identify systems/data sources, and produce assessments to support agency capabilities.
  5. Proficiency in developing data collection techniques, designing models, and managing projects within budget and time constraints.

Conditions of Employment:

  • Must pass drug testing as this position is designated as a Testing Designated Position (TDP).
  • Credit for part-time or unpaid experience, including volunteer work, will be considered. Volunteer experience helps build essential skills directly applicable to paid employment.

Education:

  • Transcripts are required if education is used to qualify for the position, and official transcripts must be verified prior to appointment. Education must be from an institution accredited by the U.S. Department of Education.
