Duties:

  • Serve as the first line supervisor, managing material acquisitions ranging from straightforward to highly complex, including research, development, test, evaluation services, and major simulation and training systems.
  • Oversee both pre-award and post-award functions for complex and specialized procurements, vital to the Army Contracting Command mission.
  • Act as a warranted Contracting Officer, ensuring compliance with education, experience, and training requirements for the type/class of warrant issued.
  • Provide expert advice to technical customers during procurement planning meetings, assisting in the preparation of statements of work and other solicitation documents.
  • Perform detailed cost and price analyses based on various reports to ensure fair and reasonable pricing.
  • Administer contracts by representing the government in contractual discussions and actions, preparing adjustments, orders, notices, and letters, up to and including contract closeout or termination.
  • Plan and coordinate negotiation strategies with the negotiation team, leading contract negotiations.
  • Conduct long-range acquisition planning and business strategy development.
  • Identify major subsystems, components, equipment, and services to be acquired via contract.
  • Maintain current acquisition plans, milestone charts, and schedules, ensuring alignment with the program manager’s review.
  • Supervise subordinates by assigning work, establishing priorities, evaluating performance, providing instructions, and recommending selections for positions, promotions, and reassignments.

Requirements and Conditions of Employment:

  • Citizenship: U.S. citizenship is required.
  • Security Clearance: Must be able to obtain and maintain a Secret security clearance.
  • Travel: Occasional temporary duty (TDY) travel may be required.
  • Certification: Must meet the Army Acquisition, Logistics, and Technology Workforce certification requirements within 36 months of entry.
  • Probationary Period: Subject to a one-year probationary period unless previously met.
  • Financial Disclosure: Required to submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually thereafter.
  • Supervisory Role: This position is supervisory, and a one-year probationary period to assess supervisory duties is required.
  • Certifications: Must meet the certification requirements per the Federal Acquisition Regulation (FAR) for obtaining a Contracting Officer Warrant.
  • Other: Must be able to meet additional organizational compensation limits and tenure agreements (3-year service commitment).

Qualifications:

Basic Education Requirement for Contracting Specialist:

  • A Bachelor’s degree from an accredited institution is required. Official transcripts must be submitted.

Specialized Experience Requirement:

  • At least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service, which includes:
    • Performing duties as a warranted Contracting Officer, reviewing and approving complex contract solicitations.
    • Managing pre-award and post-award functions for government contracts.
    • Conducting compliance-driven conferences for solicitation notices.
    • Performing cost and price analyses to determine fair and reasonable contract costs.
    • Coordinating negotiation strategies and leading contract negotiations.

  • This is a Critical Acquisition Position (CAP) requiring a 3-year tenure agreement.
