The Opportunity:

CACI's Business and Information Technology Solutions (BITS) Sector is seeking data analytics support for the Navy's Chief Information Officer (CIO) for the MyNavy HR enterprise who is responsible for executing the development and sustainment of all information technology (IT) capabilities supporting OPNAV N1. The CIO ensures that IT architecture, solutions, data, and operational performance efficiently meets the evolving mission and business needs across the entire MyNavy HR enterprise.

Responsibilities:

  • You will be responsible for maintaining knowledge of online analytical processing (OLAP) tools.
  • Gathers analytical requirements working with subject management experts.
  • Develops data frameworks for data analysis to support end-user data discovery.
  • Designs and develops data models that optimize analytical reporting performance.
  • Develops data extraction, transformation, cleansing, and loading processes between transactional and analytical systems.
  • Performs statistical analyses on data and predictive forecasting.
  • Analyzes and interprets results using statistical techniques.
  • Interpret trends or patterns in complex and data sets.

You will support MyNavy HR functional data management, data governance, and business intelligence and analytics. Review current practices in how data is procured, stored, managed, interpreted, analyzed, applied, and disposed of and ensure that those practices are aligned with ethical principles or core concepts such as "Impact on people, potential for misuse, and the economic value of data" as defined in the DAMA-DMBOK.

You will identify relevant data security requirements, define data security policy and standards, assess current security risks and implement controls and procedures. Plan, analyze, develop, and design data integration and interoperability solutions. Implement, and control activities necessary to store, protect, and access data found within electronic files and physical records (including graphics and images {e.g. scanned service record documents}. May also manage database operations to include planning for continuity, developing instances, monitoring performance, testing, and migration.

Develop and implement the techniques, processes, and policies necessary for the collection (Big Data) and analysis (Data Science, Analytics and Visualization) of many different types of data.

  • Bachelor's degree in information technology, computer science, mathematics, statistics, business, engineering, or physical science.
  • Six Years General Experience: Data Analysis, and/or Statistical Analysis, Problem Solving, and/or Content Management, and/or Software and Network Programming and/or Information Assurance, and/or Cybersecurity, and/or Electronic Documentation and/or Data Standardization and/or Electronic Documentation, and/or System Administration, and/or Network Administration, and/or Systems Testing, and/or Database Administration.

Specific Experience: Data Governance, Data Quality, and/or Test Data Management, Data and/or Architecture, and/or Data Security Programing (SQL, JAVA, Python, R), and/or Data Analysis Software (e.g., Excel, SAS, SPSS), and/or Knowledge of Database Query Language (e.g., SQL), and/or Report Creation and Data Visualization (Tableau and R Studio) Understanding of data analytics and visualization techniques.

Understanding of cloud-based computing and big data storage solutions.
