Duties:
- Perform analytical and administrative duties related to the formulation, presentation, and execution of the annual budget.
- Research, compile, and estimate personnel salaries, training and travel expenses, contractual support, and other applicable costs.
- Monitor the use and rate of approved budget execution through ongoing dialogue with managers, review of documents, and examination of financial records.
- Ensure compliance with fiscal law and financial management procedures through continuous review and surveillance of fund execution.
- Review, analyze, and edit budget estimates and distribute funded allocations, ensuring accuracy and conformance with policies.
- Conduct in-depth analysis of budget requests using techniques like cost-benefit analysis, program tradeoffs, and explore alternative funding methods for current and future budget years.
- Assemble and develop strategy and supporting documentation for the Software Factory budget submission to higher headquarters.
Conditions of Employment:
- Appointment subject to a suitability or fitness determination following a completed background investigation.
- Eligibility for Secret security clearance required.
- Temporary Duty (TDY) or business travel requirement: 10% of time.
- Must obtain Financial Management Level 2 Certification within 2 years of employment.
- Appointment subject to a 3-year probationary period unless previously met as per 5 CFR Part 315.
Qualifications:

Specialized Experience: One year of specialized experience in the following:
- Leading the development and management of business account information using automated systems.
- Tracking obligations and expenditures to ensure proper fund allocation.
- Developing budget forecasts across fiscal years in consultation with senior leaders.
Education: No substitution of education for experience.
Additional Information:
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Required proof of U.S. citizenship.
- Direct Deposit of Pay required.
- The position may involve Permanent Change of Station (PCS) allowances, subject to applicable regulations.
