Key Duties and Responsibilities

  • Serves as the command authority for manpower management and resource planning functions.
  • Develops and communicates civilian and military manpower program budget guidance.
  • Leads special studies and surveys on organizational changes, including consolidations, realignments, or mission/function transfers.
  • Prioritizes subordinate assignments, ensuring efficient workload distribution and completion.
  • Creates and manages policies and procedures for organizational and manpower documentation management.
  • Allocates civilian and military positions, ensuring strategic alignment with organizational goals.
  • Oversees the development of command-specific regulations and guidance on manpower management.
  • Designs organizational structures and functional alignments aligned with strategic plans.
  • Advises senior command staff on manpower and force management programs.
  • Provides operational oversight and supervision to achieve mission objectives.

Conditions of Employment

  • Must pass a suitability/fitness determination based on a background investigation.
  • Tier 3 Secret Security Clearance required.
  • May involve up to 20% temporary duty travel.

Qualifications and Experience Requirements

  • Specialized Experience: One year at the GS-13 level or equivalent, including:
    • Conducting manpower surveys and evaluating manpower resource utilization.
    • Developing and maintaining manpower documentation.
    • Reviewing policies for alignment with organizational goals and requirements.
    • Delegating tasks, balancing workloads, and overseeing team performance.

  • Must be a U.S. Citizen.
