Position Overview

The Supervisory Transportation Specialist is responsible for managing transportation systems and operations, ensuring the effective movement of personnel, equipment, and organizational commodities. This role involves supervising subordinates, overseeing contractor performance, and serving as the installation’s technical advisor on transportation matters.

Key Responsibilities

  • Represent the installation at meetings, conferences, and briefings related to transportation matters.
  • Establish workflow priorities and adjust operations based on supervisory guidance and policies.
  • Administer and oversee passenger management, unit movement (air, surface, and/or water), and installation transportation systems.
  • Supervise and direct work within the Transportation Branch, ensuring team efficiency and goal alignment.
  • Serve as a technical advisor on contractor performance, travel services, and administrative matters.
  • Identify and resolve problems, recommend solutions, and coordinate with relevant stakeholders.
  • Determine resources (facilities, equipment, personnel, and funding) required for mission success.
  • Implement and enforce policies and procedures supporting transportation programs.

Conditions of Employment

  • Appointment may require passing a suitability or fitness determination based on a background investigation.
  • Must possess or obtain a Tier 3 (Secret) security clearance.
  • May be designated as mission-essential, requiring recall to duty during emergencies, including evenings, weekends, or holidays.
  • Must complete Contracting Officer’s Representative (COR) training as directed.
  • Supervisory position requires a one-year probationary period unless previously completed.
  • Travel (TDY) up to 10% of the time.

Basic Qualifications

  • Specialized Experience: One year of experience at the GS-09 level performing transportation actions, monitoring contract conformity, conducting surveys of traffic management operations, and resolving routine transportation issues.
  • Education (Alternative to Experience):
  • Ph.D., equivalent doctoral degree, or three years of progressively higher-level graduate education in related fields (e.g., business administration, traffic management).
  • A combination of graduate education and specialized experience may also qualify.

  • Time in grade: 52 weeks of Federal service at the next lower grade (GS-09).
