Duties:

  • Manage and oversee resource management functions, including budgeting, program requirements, billing, revenue, cost analysis, agreements, business operations, workforce management, and congressional inquiries.
  • Analyze financial execution and recommend corrective actions to support operational objectives.
  • Provide fiscal health insights to OSD and DFAS analysts by tracking and reporting on financial performance.
  • Conduct detailed and complex analyses using scientific methods to inform decision-making, particularly in uncertain or ambiguous scenarios.
  • Identify problem areas, recommend corrective actions, and ensure continuous improvement in operations.
  • Prepare position papers, analyses, and recommendations to support RM taskings from DFAS leadership or external agencies.
  • Advise on and resolve issues related to DFAS operating budget formulation and execution.

Requirements:

  • U.S. Citizenship or Nationality required.
  • Registration for Selective Service (males born after 12-31-1959).
  • Eligibility for federal employment suitability.
  • Time after Competitive Appointment: Candidates must have served at least 3 months after the latest competitive appointment in the Federal service.
  • This position may require access to classified information, necessitating a favorable security clearance.
  • Must meet time-in-grade and other qualification requirements.
  • Certification: Must obtain and maintain Financial Management Certification.
  • New employees to DFAS must successfully pass the E-Verify employment verification check.

Qualifications:

  • One year of specialized experience equivalent to the GS-12 level, demonstrating the ability to analyze and manage budget, program requirements, business operations, and workforce management. Experience should include conducting operational reviews and implementing recommendations to improve financial reporting and system management.

  • Time-in-Grade: Applicants must have 52 weeks of service at the GS-12 level or higher.

  • Education: Not substitutable for specialized experience at this grade level.

  • Certification Requirement: Must obtain Level 2 Certification under the DoD Financial Management Program within two years of entry into the position. Failure to obtain certification within the required timeframe may result in termination.

  • Moving expenses will be covered.
  • Relocation allowances and entitlements are applicable for certain positions.
  • Telework availability will be determined based on mission requirements.
  • The position may involve a probationary period.
  • Selections may also be used for future vacancies within 120 days.
  • Travel requirements: Minimal (1-24%).
  • Position covered by a bargaining unit.
  • Priority Placement Program (PPP) and Military Spouse Preference (MSP) eligible candidates will be given priority consideration.
