Acquisition Analyst Job Category: Consulting Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular Percentage of Travel Required: Up to 50% Type of Travel: Continental US * * * The Opportunity: As an Acquisition Analyst you will support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO- CBRND) JPEO-CBRND Headquarters (HQ). The JPEO-CBRND manages our nation's investments in chemical, biological, radiological, and nuclear defense equipment, and medical countermeasures battlespaces worldwide. This position requires a secret clearance. Responsibilities: As an Acquisition Analyst you will: * Work within managerial systems, funding processes, and other activities to promote program progression and success.
* Maintain awareness of organizational program execution and milestones, as well as their strategic impacts.
* Work at a senior level to stimulate customer alliances for portfolio, program, and project support.
* Assist in developing and executing trade-off analyses to support optimization of capabilities.
* Maintain personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.
* Monitor project schedules to ensure proper resources and risks are recognized and mitigated.
* Draft, review, staff, file, and update a variety of documents (e.g., memorandums, information papers, presentations, issue papers, meeting minutes, etc.).
* Deliver senior-level presentations and briefings.
* Coordinate (i.e., prepare the meeting announcement, agenda, and presentation materials), participate in (i.e., provide verbal comment/recommendation concerning technical and management matters), and follow-up (i.e., develop meeting minutes and after-action correspondence for Government review and approval) for all meetings.
* Foster workforce development by providing guidance or sharing expertise to encourage employee development and cross-functional growth to meet organizational staffing needs.
* Provide technical acquisition strategy support to leadership.
* Recommend strategies, review schedules, identify issues, and recommend actions to meet program milestones.
* Provide a consistent presence to relay issues, concerns, and perceptions of key stakeholders.
* Interact with Government and contract support personnel who oversee discrete elements of the acquisition program.
* Work with disparate functional groups and team members in order to understand, analyze, execute, and communicate acceptable solutions to overcome challenges and mitigate cost, schedule, and performance risks.
* Lead or assist in preparation and support of Program Management Reviews (PMRs), Integrated Program Team (IPTs), and other meetings.
* Respond to internal and external requests for information.
* Maintain a library of product/program-specific electronic files and applicable reference materials for one or more programs.
* Prepare, plan (i.e., budget estimates, Work Breakdown Structure (WBSs), and schedules), and perform exercise events.
* Obtain concurrence, approval, and consensus from stakeholders on various issues across JPEO-CBRND, Defense Threat Reduction Agency-Joint Science and Technology Office (DTRA-JSTO), Joint Requirements Office (JRO), and Office of the Secretary of Defense (OSD).
* May be required to travel up to 50% with 40% Continental United States (CONUS) and 10% Outside Continental United States (OCONUS). Qualifications: Required: --DoD Secret security clearance --Bachelor's degree in related field (four additional years of direct experience may be considered in lieu of degree, for a total of 14 years related experience) --Ten (10) years of experience (with at least six years of Department of Defense (DoD) Acquisitions related experience) planning, analytical, problem solving, organizational, and leadership skills to effectively support the following: * Interaction with stakeholders at an executive level
* Work and project prioritization
* Gathering, analyzing, and presenting facts and positions using appropriate data collection techniques and tools
* Identifying problems and developing innovative solutions
* Planning and executing programs, projects, or studies within established constraints (e.g., funding, schedule, etc.)
* Managing cost, schedule and performance
--Possess an in-depth knowledge of DoD acquisition processes, specifically Program Management and Life Cycle Logistics. --Proficiency with the Microsoft Office Suite Desired: --Defense Acquisition University (DAU) Level III certification, or the equivalency, in Program Management - ______________________________________________________________________________ What You Can Expect: A culture of integrity.
