Position Summary:

This position involves performing technical engineering duties related to the planning, preparation, and certification of tests, as well as troubleshooting and resolving engineering challenges in support of ship and submarine repairs, modifications, and overhauls. You will develop and modify technical work documents, provide engineering job planning, and offer solutions to operational, technical, and scheduling issues.

Key Duties:

  • Technical Engineering Work:
    • Perform duties related to planning, preparing, certifying tests, and troubleshooting engineering problems.
    • Develop and modify technical work documents such as specifications, quality assurance inspections, test requirements, process instructions, or technical drawings.
  • Job Planning and Engineering Services:
    • Prepare work documents that define the scope, requirements, specifications, skills, cost estimates, and man hours needed for specific tasks.
  • Troubleshooting and Problem Resolution:
    • Analyze, troubleshoot, and resolve technical, administrative, financial, and scheduling problems related to assigned projects.
    • Provide engineering support in identifying and addressing deficiencies, recommending improvements, and resolving issues related to ship or submarine repairs.

Conditions of Employment:

  • U.S. Citizenship is required.
  • Suitability for federal employment must be determined.
  • Participation in the direct deposit pay program is required.
  • New employees must pass an E-Verify employment verification check.
  • Selective Service Registration for males born after 12/31/59 is required.
  • Security Clearance: Must obtain and maintain an interim and/or final security clearance before entering the position.
  • Physical Examination: Must successfully complete a pre-appointment physical and annual examinations.
  • Protective Equipment: Personal protective equipment (PPE), such as helmets, gloves, goggles, and respirators, must be worn continuously during the work shift.
  • Hazardous Work Conditions: Work may involve exposure to physical and chemical agents, including heat, fumes, dust, ionizing radiation, and chemicals. Participation in medical surveillance programs is required.
  • Travel: You may be required to travel to CONUS (Continental United States) and OCONUS (Outside Continental United States) locations, including remote or isolated sites. Travel by military and commercial aircraft is necessary, including extended periods of travel.

Qualifications:

For GS-10:

  • Specialized Experience: At least one year of experience at or equivalent to the GS-09 level in the Federal service or equivalent experience in the private or public sector. Your experience must demonstrate:
    • Analyzing and developing technical engineering procedures to resolve operational problems, work control deficiencies, and recommending corrective actions to support repairs, modifications, or overhauls of ships or submarines.

For GS-09:

  • Specialized Experience: At least one year of experience at or equivalent to the GS-08 level in the Federal service or equivalent experience in the private or public sector. Your experience must demonstrate:
    • Analyzing technical engineering procedures to identify and evaluate operational problems and recommending solutions to support repairs, modifications, or overhauls of ships or submarines.

Education (for GS-09 only):

  • Completion of 2 academic years of progressively higher-level graduate education in a field directly related to the job can substitute for one year of specialized experience.

Additional Information:

  • Work Schedule: This position may require working nights, weekends, holidays, and overtime depending on mission needs. Some jobs may require unusual duty hours or "on-call" work.
  • Relocation Incentive: A relocation incentive may be offered to help offset the costs associated with relocating for the position.
  • Promotion: If selected for a position below the full performance level, you may be promoted noncompetitively to the next higher grade level after meeting all regulatory requirements and recommendations from management.
  • Exposure to High Noise Levels: The position may involve exposure to loud working conditions.
