This position involves overseeing manpower management and operations, ensuring that resources are effectively utilized and that requirements are met. Below is an overview of the Duties, Requirements, and Qualifications for this role.

Duties:

  1. Manpower and Resource Management:
    • Control the utilization of civilian personnel and spaces.
    • Manage the Manpower and Agreement Management Program (justifying new manpower requirements, allocation, documentation, and use).
    • Coordinate with budget and program staff to allocate and document resources.
  2. Agreement Development:
    • Develop and negotiate Interservice Support Agreements (ISAs), Memoranda of Agreement (MOA), and Memoranda of Understanding (MOU) for tenants.
  3. Planning and Coordination:
    • Plan high-visibility management reviews and surveys.
    • Ensure that customer support, management, legal, and command responsibilities are met.
  4. Consultation and Leadership:
    • Provide manpower and management consultation and assistance.
    • Exercise leadership over a team or work group, ensuring that objectives are met.
    • Provide technical and policy guidance to subordinates and coworkers to accomplish program goals.

Requirements:

  1. Security Clearance:

    • You must be able to obtain and maintain eligibility for a Secret security clearance.
    • A background investigation and credit check are required.
  2. Employment Eligibility:

    • Applicants must meet one of the employment authority categories such as current Department of Army Civilian Employees, DoD Civilian Employees, Military Spouses, and other specific categories (e.g., Veterans Employment Opportunity Act).
  3. Other Conditions:

    • You will be required to provide proof of U.S. Citizenship.
    • Direct deposit of pay is required.
    • A trial/probationary period may be required.

Qualifications:

  1. Specialized Experience:

    • One year of specialized experience equivalent to GS-12 that includes:
      • Responsibilities for manpower and force management (e.g., requirement determination, organization management, and budget allocation).
      • Developing work plans, assigning tasks, and assessing capabilities and workload.
      • Experience in the manpower programming, budgeting, and documentation processes.
  2. Competency Areas:

    • Leadership/Management: Ability to lead or supervise personnel and manage program objectives.
    • Manpower & Personnel: Familiarity with manpower, personnel systems, and time management.
    • Administration & Management: Proficiency in administrative tasks, including the management of manpower resources.
  3. Time-in-Grade:

    • If you’ve held a GS position within the last 52 weeks, you must have 52 weeks of Federal service at the GS-12 level or equivalent.
