This job posting is for a Telecommunications Specialist position, with a focus on managing and coordinating various telecommunications systems, as well as analyzing and troubleshooting related technologies. Below is a summary of the duties, qualifications, and requirements for this role:

Duties:

  • Planning & Coordination: Plan, analyze, develop, and evaluate DLA's contingency telecommunications plans.
  • System Management: Oversee the operation and management of call accounting systems, Cisco’s Call Manager, Unity Connection, and other voice-related systems such as Provisioning and Conferencing systems.
  • Telecommunications Administration: Serve as a Time Division Multiplexing (TDM) and Voice over Internet Protocol (VoIP) system administrator.
  • Network Management: Modify, maintain, and troubleshoot DSL (Digital Subscriber Lines) and ISDN (Integrated Services Digital Network) circuits to support voice, data, and video transmission over routed networks.
  • Telecommunications Program Management: Manage major communication functions within the Voice Services Branch.

Conditions of Employment:

  • Citizenship: Applicants must be U.S. citizens.
  • Security Clearance: Requires non-critical sensitive security clearance with secret access.
  • Suitability Determination: Appointment is contingent on the completion of a favorable suitability or fitness determination (background check).
  • Work Schedule: Set schedule.
  • Selective Service: Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Bargaining Unit: The position is covered under a bargaining unit.

Qualifications:

Specialized Experience:

  • One year of specialized experience at the GS-12 level (or equivalent), which includes:
    • Planning, analyzing, developing, and coordinating telecommunications systems.
    • Managing system responsibilities for TMS (Telephone Management System), Cisco's Call Manager, and other voice systems.
    • Modifying, maintaining, and troubleshooting DSL and ISDN circuits for voice, data, and video transmission.

Competencies:

  • Telecommunications Project/Program Management: Ability to oversee and manage large telecommunications projects and systems.
  • Telecommunications Requirements Analysis: Understanding and analyzing technical requirements for telecommunications infrastructure.
  • Communication: Effective communication skills for coordinating systems, troubleshooting issues, and interacting with other teams or departments.

Additional Requirements:

  • COVID-19: Federal agencies may request vaccination status for implementing workplace safety protocols.
  • Military Spouse Preference: Applicants eligible for Military Spouse Preference will receive priority consideration.
