Capability Developer

Job Overview

SAIC is seeking a Capability Developer to support a customer with capability development and integration processes in Huntsville, AL. The ideal candidate will be responsible for evaluating future concepts across DOTMLPF-P (Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy) elements, assessing functionality, solution alternatives, and operational and cost benefits, while identifying associated risks. This position requires expertise in Space and High Altitude Systems and experience with Concept of Operations (CONOPS) and Tactics, Techniques, and Procedures (TTPs) documentation.

Key Responsibilities

• Capability Development:
  • Evaluate and assess future concepts across DOTMLPF-P elements, focusing on functionality, alternatives, and risk management.
  • Lead assessments of current and future systems to support the development of emerging materiel solutions.
  • Develop and synchronize Army operational assessments for integration into operational planning and execution.
• Documentation and Analysis:
  • Write and coordinate Concept of Operations (CONOPS) and Tactics, Techniques, and Procedures (TTPs) documents.
  • Develop, coordinate, and staff appropriate Army/Joint Capabilities Integration Development System (ACIDS/JCIDS) documents.
  • Provide the required supporting analysis and documentation for emerging solutions and capabilities.
• Risk and Cost Benefit Assessment:
  • Assess and analyze the operational and cost benefits of proposed solutions and alternative technologies.
  • Identify and manage risks related to new system integrations and technology development.
• System and Technology Integration:
  • Investigate OSC/DSC technologies and Space Control technology development and integration efforts.
  • Conduct technology assessments to ensure acceptance and relevance for capability improvements.
  • Develop system-related briefings, reports, and supporting graphics for stakeholders.

Qualifications

Required:

• Bachelor’s degree (B.S.) in a relevant field with 15+ years of experience in Space Systems.
• Alternatively, 4 years of relevant technical certifications, training, or military experience can be considered in lieu of a degree.
• Active Top Secret/SCI clearance required.
• US Citizenship required.
• Proven experience in Space and High Altitude technologies.
• Expertise in writing CONOPS and TTPs documents.
• Experience in leading assessments of current and future systems.
• Skilled in providing the development of emerging materiel solutions and synchronization of Army operational assessments.
• Strong experience in developing, coordinating, and staffing ACIDS/JCIDS documents, including supporting analysis.

Desired:

• Ability to identify and investigate source documents for quantitative and qualitative analyses.
• Experience with OSC/DSC technologies, systems, and integration efforts.
• Space Control technology development and user operational assessments.
• Expertise in technology assessments to ensure improvements meet capability gaps.
• Experience in the development of system-related briefings and technical reports.
