Position Overview

As a Contracting Specialist, you will be responsible for planning, negotiating, and administering contracts to ensure procurement requirements are met efficiently and in compliance with federal regulations. Your expertise will be crucial in providing guidance to stakeholders, managing pre-award and post-award activities, and ensuring contract performance aligns with legal and organizational standards.

Duties and Responsibilities

  • Ensure purchase requests have appropriate funding, waivers, certifications, approvals, and compliance with regulations.
  • Monitor contract milestones and adherence to procedural requirements.
  • Advise requestors on contract types, pricing mechanisms, and pre-solicitation strategies.
  • Perform pre-award functions, including determining contract types, solicitation methods, evaluation criteria, and award timelines.
  • Interpret technical, legal, and audit decisions to assess their impact on procurement and contract performance.
  • Conduct procurement and contract negotiations, including modifications, supplementary agreements, and settlements.
  • Monitor contract performance for conformance with terms and conditions.
  • Brief personnel, including management and industry representatives, on acquisition principles and contract vehicles.

Requirements

Conditions of Employment

  • U.S. Citizenship is required.
  • Participation in the direct deposit program.
  • Successful completion of an E-Verify employment verification check.
  • Compliance with the Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements within assigned timeframes.
  • Interim and/or final Secret security clearance prior to appointment.
  • Completion of ethics orientation and submission of a Confidential Financial Disclosure Report (OGE-450) within 30 days of appointment.
  • Willingness to travel to CONUS/OCONUS and remote locations as necessary.
  • Ability to obtain and maintain a government travel card for related purchases.

Qualifications

  • At least one year of specialized experience equivalent to GS-11 level, demonstrating:
    • Planning, coordinating, and negotiating long-term pre-award and post-award procurement actions.
    • Managing contract approvals and ensuring compliance with legal and regulatory requirements.
  • Basic Education Requirement:
    • Bachelor’s degree from an accredited institution.
    • Exemptions apply to individuals in GS-1102 positions or similar roles before September 30, 2000.

  • This position is covered by the Department of Defense Priority Placement Program.
  • Relocation or recruitment incentives may be authorized, subject to funding and policy.
  • Veterans’ preference does not apply under this hiring authority but may require supporting documentation.
