Duties:

  • Serve as the Manager for the Special Programs Command, reporting to the CMO Director, overseeing a range of high safety risks due to industrial activities involving civilian and military personnel in contractor facilities across the CMO's Area of Responsibility (AOR).
  • Act as the technical subject matter expert (SME) in ammunition and explosives safety, as well as aircraft ground safety, with a focus on minimizing risks to the government.
  • Responsible for preventing injuries to government employees and avoiding damage to government property, thereby preventing productivity losses. Investigates major occupational safety, health, and equipment accidents.
  • Ensure internal and external customers within the Department of Defense (DoD) SAP/SCI communities receive top-tier functional, technical, and professional support.
  • Evaluate ammunition, explosives, and aircraft ground safety conditions for current and future defense contractors, service providers, and manufacturers of defense weapon systems and components.
  • Maintain focus on a global network of defense contractors, with direct and indirect interactions within the DoD and other government agencies involved in SAP/SCI acquisitions.
  • Apply contract administration and safety policies to mitigate risks from high safety hazards created by industrial activities at contractor facilities.
  • Participate in meetings, briefings, and coordination with DCMA and other government agencies regarding Contract Safety.
  • Provide technical guidance on complex safety and health issues, including clarifying safety standards.
  • Analyze mishap data to identify trends, causal factors, and implement necessary controls to eliminate high-risk industrial safety and health hazards.

Requirements:

  • U.S. citizenship required.
  • Security Requirements: Position is Critical Sensitive, requiring a Top Secret Security Clearance with access to Sensitive Compartmented Information (SCI).
  • Appointment is subject to favorable suitability or fitness determination.
  • Selective Service: Males born after 12-31-59 must be registered or exempt.
  • Drug Testing: Required.
  • Financial Filing: Required.

Qualifications:

  • Specialized Experience: One year of specialized experience directly related to the position, typically gained at the GS-11 or NH-02 grade level or equivalent in federal service, military, or private sector.
  • Specialized experience includes:
    • Development and implementation of a risk-based Contract Safety Surveillance Program.
    • Knowledge and application of safety policies and procedures to mitigate risks in the defense industrial base.
    • Performance of risk management functions across various safety disciplines (ammunition, aviation, industrial) for accident prevention.
    • In-depth knowledge of safety laws, regulations, and procedures for resolving occupational safety and health matters.

  • Incentives: Recruitment, relocation, and retention incentives may be authorized.
  • Trial/Probationary Period: May be required.
  • Certifications: DoD Acquisition Engineering and Technical Management, Practitioner 2 certification is required within the specified timeframes. Continuous Learning Points (CLPs) must be achieved every 2 years.

  • This is a Key Essential Position, meaning the incumbent cannot vacate the position during national emergencies without significantly impairing the Plant Clearance Center’s ability to function effectively.
