Position Overview:

The role involves providing high-level oversight and management for construction operations and contract administration within the Area Office. This includes advising leadership on construction activities, formulating policies, ensuring fiscal accountability, and directing the preparation of project budgets. The position also requires ensuring construction management requirements align with the Project Management Plan (PMP). The incumbent will conduct inspections, address technical challenges, and provide solutions to meet project goals effectively.

Key Responsibilities:

  1. Advisory Role:

    • Counsel the Chief of Construction Division regarding the Area Office's role in district-wide programs.
  2. Policy and Operations Management:

    • Develop, organize, and coordinate operating policies.
    • Oversee construction operations and contract administration.
  3. Fiscal Oversight:

    • Monitor construction budgets, identify issues, and devise corrective measures to meet commitments.
  4. Budgetary Planning:

    • Prepare, analyze, and submit comprehensive project data for budget alignment with district requirements.
  5. Construction Management Oversight:

    • Provide strategic direction for executing construction management within the PMP framework.
  6. Site Inspections and Problem-Solving:

    • Conduct regular inspections of activities, address engineering issues, and propose timely solutions.
  7. Strategic Planning:

    • Collaborate with supervisors and staff to establish long-term goals and objectives.

Requirements & Conditions of Employment:

  • Background Check: Position requires a completed suitability or fitness determination.
  • Financial Disclosure: Pre-employment and annual disclosure in accordance with DoD Directive 5500-7-R.
  • Mobility Agreement: Subject to relocation or rotation agreements.
  • Driver’s License: Valid license from a U.S. state or territory required for vehicle operation.
  • Probationary Period: One-year probation may apply for new appointees or supervisory duties.
  • Certification: Must meet requirements of the Acquisition Career Development Program (DoDI 5000.66).
  • Travel Requirement: Position requires up to 25% Temporary Duty (TDY) travel.

Qualifications:

Eligibility:

  • Citizenship: Open to U.S. citizens.
  • Experience: Must demonstrate specialized experience equivalent to GS-13 level in:
    • Managing construction projects and contracts.
    • Controlling time and cost growth.
    • Allocating resources effectively within a consolidated budget framework.

Selective Placement Factor:

  • Professional License: Active and unrestricted license as a Professional Engineer or Architect in the U.S. (proof required).

Basic Requirements for Engineers:

Meet at least one of the following:

  1. Education: Bachelor’s degree in engineering from an ABET-accredited program.
  2. Professional Certification:
    • Registered Professional Engineer (PE).
    • Passed the Engineer-in-Training (EIT) or equivalent examination.
  3. Education and Experience Combination: At least 60 semester hours of relevant coursework and one year of professional engineering experience.

Basic Requirements for Architects:

  1. Education: Degree in architecture or a related field with a minimum of 60 semester hours in architecture-related coursework.
  2. Education/Experience Combination: Demonstrated equivalent knowledge through education and professional experience.

Additional Information:

  • Foreign Education: Must be evaluated for equivalency by recognized organizations.
  • Selective Service: Male applicants born after December 31, 1959, must register.
  • Direct Deposit: Mandatory for salary payment.
  • Disclosure Reports: Submission of financial disclosure reports is required annually.

This role is part of the Career Program 18 (Construction, Engineering, and Infrastructure) and may involve multiple positions under this announcement.

Note: Relocation benefits under the Civilian PCS are taxable as per IRS regulations.
