Position Description

Duties and Responsibilities:

  • Assist the Division Manager and Branch Supervisor in planning and directing work, including recommending appropriate Quality Assurance Specialists to conduct audits, procedure reviews, evaluations, and surveillance of manufacturing processes.
  • Design, develop, and carry out assignments to evaluate the adequacy and effectiveness of the Contractor's processes.
  • Schedule, plan, and conduct quality program audits of various Contractor systems and processes.
  • Plan and conduct contract reviews to determine quality program requirements.
  • Review the Contractor’s procedures, practices, instructions, and directives for contract compliance, completeness, adequacy, correctness, practicality, and conflicts.
  • Plan and conduct procedure reviews and evaluations to ensure contractor compliance and assess program operation adequacy in line with contractual requirements.
  • Maintain, analyze, and evaluate data from reviews, evaluations, product verification inspections, and audits.
  • Review and analyze Contractor-generated data and reports.
  • Perform Product Verification Inspection (PVI) through planned and scheduled verification actions involving sampling and other approved quality assurance methods.

Conditions of Employment:

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy must successfully pass the E-Verify employment verification check.
  • Current federal employees applying for GS positions must meet the time-in-grade requirement, typically serving at least one year at the next lower grade level.
  • Retired military members within 180 days of retirement must adhere to restrictions under 5 U.S.C. 3326.
  • Male applicants born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final SECRET security clearance before entering duty. Failure to do so may result in the withdrawal of the job offer or removal.
  • The position may require travel to CONUS and OCONUS locations, including remote or isolated sites, and may involve travel on military and commercial aircraft for extended periods.
  • This is a bargaining unit position.

Specialized Experience:
At least one year of specialized experience at the GS-11 level or equivalent in the private/public sector. This experience includes:

  • Conducting analysis or review of quality assurance data or performance to identify weaknesses in contractor quality systems, methods, or processes, specifically in shipbuilding programs.

  • This position is covered by the Department of Defense Priority Placement Program.
  • Certain incentives, such as recruitment, relocation, or student loan repayment, may be authorized for eligible selectees.
  • Relocation expenses may be authorized based on specific circumstances.
