Duties:

  • Review ship and system specifications, technical reports, test forms, contractor and government procedures, and Engineering Reports to ensure compliance with project requirements.
  • Attend and actively participate in various conferences/meetings to influence the progression of work and identify areas of improvement.
  • Collaborate with specialists from the activity and other government/commercial activities to obtain guidance and direction for the project's success.
  • Collect, analyze, and prepare cost and schedule data to monitor and assess project performance, as well as predict future outcomes.
  • Research and evaluate contractor requirements and processes related to construction and construction support, including material identification, ordering, receipt, handling, and usage.
  • Interface with contractor representatives to identify risks and resolve issues concerning construction requirements and processes.
  • Monitor the status of Government Furnished Equipment (GFE) and Contractor Furnished Equipment (CFE) to ensure timely delivery and usage.
  • Conduct routine site visits to submarine projects to track work progress, identify potential problem areas, and collaborate with stakeholders to develop solutions.
  • Oversee critical path activities on assigned projects to minimize schedule delays, promote early communication, and resolve issues promptly.
  • Identify potential challenges requiring special coordination and initiate corrective actions for emergent problems.
  • Maintain daily contact with ship and combat systems coordinators to monitor shipboard work progress and resolve issues impacting schedules.
  • Evaluate and provide recommendations for the resolution of Requests for Equitable Adjustments (REAs), Notifications of Changes (NOCs), and contract changes.
  • Manage the Class Design Data Review Team (DDRT) program, ensuring successful collaboration and timely resolution of issues.

Requirements:

  • U.S. Citizenship required.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy must successfully pass the E-Verify employment verification check.
  • Retired military members applying within 180 days of retirement are subject to specific hiring provisions.
  • Male applicants born after December 31, 1959 must be registered for Selective Service.
  • This is a bargaining unit position.
  • Security clearance: You must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Occasional sea duty is required.
  • Certification in the Acquisition Functional Area under the Defense Acquisition Workforce Improvement Act (DAWIA) is required within established timeframes.
  • Some travel may be required, including remote or isolated locations, and military/commercial aircraft travel for extended periods may be necessary.

Qualifications: To qualify, you must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level, providing guidance or advice on production control operations, ensuring compliance with schedules, requirements, and milestones for shipboard systems design, development, construction, maintenance, or modernization for submarines or surface ships.

Education: This position does not have a formal education qualification requirement.
