Job Overview

SAIC is seeking a Contracts Support Specialist for the Horizon 2 contract to support the US Space Force (USSF) in the development and deployment of warfighter capabilities within the Space Domain Awareness and Combat Power portfolio. The role focuses on providing Advisory and Assistance Services to program offices responsible for acquiring space systems. The team will assist the government in navigating the Department of Defense acquisition process while supporting major weapon system developmental programs.

Key Responsibilities

  • Acquisition Strategies & Contracting: Advise the Program Manager and Senior Space Force Leadership on acquisition strategies, contracting, budgeting, and execution. Assist with drafting acquisition documentation such as ESIS, ASP, ASD, J&A, and Source Selection Strategy.
  • Pre/Post Award Procurement Assistance: Support technical personnel in developing statements of work (SOW) and data deliverable requirements for pre-award and post-award procurement actions, including Incentive Plans and CDRLs.
  • Contract Negotiation & Administration: Assist with contract negotiation, price reasonableness determination, and contract modification preparation, including supporting documentation for actions such as funding, award fee, and period of performance extensions.
  • Program Planning & Execution: Develop and coordinate program planning and execution documents, tailored from DoDI 5000.02, and other relevant DoD, AF, and Space Systems Command policies.
  • Technical Evaluations: Draft technical evaluations and act as an advisor in source selections. Provide technical and programmatic assessments of contractor designs and milestone reviews to assess progress, risks, issues, and the ability to meet mission requirements.
  • Contractor Performance Monitoring: Monitor and evaluate contractor performance for compliance with contract terms and ensure the timely submission of deliverables.

Qualifications

Required:

  • Bachelor’s Degree with 15+ years of relevant experience in:
    • Contracting regulations and procurement procedures.
    • DoD Major Capability Acquisition System process.
    • Joint Capabilities Integration and Development System (JCIDS) process.
    • Planning, Programming, Budget, and Execution (PPBE) process.
  • Must have an in-scope security background investigation (T5 or SSBI), SCI eligibility, and be enrolled in the Continuous Evaluation program (if applicable).
  • Must be willing to be nominated for access to Sensitive Compartment Information (SCI) and Special Access Programs (SAP), and undergo a Polygraph examination.

Desired Skills:

  • Professional Certification (e.g., PMI PMP).
  • Experience in the National Security Space domain.
  • Experience working in a development environment or within a U.S. Government weapons system program office.

Compensation

The target salary range for this position is $160,001 - $200,000, depending on experience and qualifications.
