Duties:

  • Maintain and control the Department Head's calendars, advising them daily of appointments or conferences.
  • Obtain and provide background information on various subject matters and present information to supervisors prior to scheduled phone calls, visitors, or meetings.
  • Establish priorities, schedules, reschedules, or refuse appointments without prior approval. Use initiative and discretion to accept or decline invitations to meetings.
  • Receive and screen visitors, phone calls, and emails from shipyard managers, NAVSEA officials, military visitors, or other entities, referring them to appropriate departmental staff or other departments.
  • Develop standard phrases or form letters for repetitive inquiries to improve communication systems.
  • Perform liaison duties between the Department Head and subordinates, as well as other departmental personnel.
  • Arrange conferences, reserve space, and notify attendees of the date, time, place, and subject matter.
  • Develop background information and compose drafts for introductions and briefs for various meetings led by the Department Head.
  • Serve as the department's principal subject matter expert and primary contact for all travel, including overseas travel. Must possess in-depth knowledge of the Defense Travel System (DTS).
  • Independently develop forms when needed based on studies or directives from higher authority.
  • Compile and issue weekly, monthly, and quarterly reports covering a variety of subjects.
  • Screen all mail addressed to the Department Head, rerouting items to appropriate divisions within the department.
  • Assign action dates to incoming correspondence and maintain a tickler system for actions assigned to subordinates. Serve as a liaison between the office and personnel responsible for these actions.
  • Review documents for signature or coordination by the Shipyard Commander to ensure compliance with regulations, grammar, format, and command policies.
  • Establish and maintain files primarily for the use of the Department Head, including correspondence and reports filed by general subject.
  • Act as custodian for classified material directed to the Department Head.

Requirements:

  • Must be a U.S. citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy must successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must have at least one year of experience at the next lower grade level.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days following retirement to a civilian position is subject to 5 U.S. Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Must wear personal protective equipment such as helmets, gloves, coveralls, glasses, respirators, and safety shoes.
  • Work is performed in areas with potentially harmful physical and chemical agents. Participation in medical surveillance programs is required.
  • Travel may be required to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
  • Site visits aboard ships in dry docks, pier side, or on the shop floor may be required.
  • Must be able to lift and carry up to 45 pounds.
  • Manual dexterity is required for office equipment use.
  • Exposure to inclement weather may occur when traveling to work sites.
  • Successful completion of a correspondence course within six months of starting position.
  • Must be a qualified typist at 40 words per minute.
  • Stooping, kneeling, bending, and walking on uneven surfaces may be required.

Qualifications:

  • This position requires typing at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used to determine qualification.
  • GS-08: Must demonstrate at least one year of specialized experience at or equivalent to the GS-07 level, such as providing administrative support services using office automation systems, preparing and reviewing reports, managing travel arrangements, and assisting higher-level management.
  • GS-07: Must demonstrate at least one year of specialized experience at or equivalent to the GS-06 level, providing office support services, such as gathering data for reports, managing calendars, and making travel arrangements.

Education:

  • GS-08: Completion of two full years of graduate-level education directly related to the position, or a combination of education and experience.
  • GS-07: Completion of one full year of graduate-level education directly related to the position, or a combination of education and experience.
