Position Overview:

The Lead Firefighter (Basic Life Support/Hazardous Materials Technician) plays a crucial role in managing and executing a range of firefighting and emergency response duties. Responsibilities include distributing and balancing workloads among employees, managing performance, resolving informal complaints, and providing feedback to supervisors on employee progress and training needs. This position requires direct involvement in emergency response efforts, driving complex vehicles, performing medical assessments, handling hazardous materials, and ensuring continuous, rigorous training for all firefighter personnel.

Key Duties:

  1. Distribute and balance workloads among employees, monitor work in progress, and address simple complaints, referring others to the supervisor.
  2. Report performance, progress, and training needs to the supervisor; provide feedback on promotions, reassignments, and recognition of outstanding performance.
  3. Serve as a fully trained member of a firefighting crew, engaging in emergency services, including combatting fires and rescue operations.
  4. Operate complex vehicles and apparatus, such as fire engines, ladder trucks, technical rescue apparatus, ambulances, and response trailers.
  5. Perform Emergency Medical Technician (EMT) duties, including initial and ongoing patient assessments.
  6. Conduct hazardous materials offensive operations and assist in decontamination procedures.
  7. Participate in extensive and ongoing training programs tailored to prepare personnel for various emergency response situations.

Requirements:

  • U.S. Citizenship is required.
  • Tour of Duty: 144 hours per pay period, subject to shift rotation, abnormal hours, and immediate recall.
  • Security Clearance: Non-Critical Sensitive with Secret Access.
  • Pre-Employment Physical: Required to assess the ability to perform physically demanding firefighting duties.
  • Certifications/Licenses: Must possess Fire Officer I, Inspector I, Instructor I, CPR, Emergency Medical Technician-Basic, Hazardous Materials Technician certifications, and a valid state driver's license. Documentation of these certifications must be submitted with the application.
  • Age Requirement: Must be under 37 years of age at the time of appointment, or meet specific age requirements for prior DoD Firefighter service.
  • Mission Essential: The incumbent must report to work during emergencies, including natural disasters or crises.
  • Medical Exam: Must pass a pre-employment and annual medical exam in accordance with DoD standards (DoD 6055.05-M).
  • Driving Requirements: Must have a valid driver's license and may be required to complete additional Emergency Vehicle Operator (EVOC) and Hazardous Materials Incident Commander training within one year of employment.

Qualifications:

  • Specialized Experience: Applicants must have at least one year of specialized experience at the GS-07 level or equivalent. Relevant experience includes leading lower-grade employees, performing firefighting duties such as combating fires, operating hose lines, conducting search and rescue, providing EMT services, and performing hazardous materials operations.

  • Selective Placement Factors (SPFs):

    • Fire Officer I, Inspector I, Instructor I certifications (IFSAC or Pro-Board accredited).
    • Cardio Pulmonary Resuscitation (CPR) and Emergency Medical Technician – Basic certifications.
    • Valid State Driver’s License.
    • Age requirements based on DoD firefighter service.

Physical Demands: The work involves heavy lifting, bending, and physical exertion, such as wearing protective clothing weighing up to 100 pounds while working in extreme conditions like heat, smoke, and fire. Must be able to perform physically demanding tasks under hazardous conditions.

Work Environment: The employee works in outdoor, emergency settings, exposed to dangerous conditions, including fires, medical emergencies, hazardous materials, and the risks associated with these environments, such as smoke inhalation, burns, falling debris, and toxic substances.
