Cyber Readiness Analyst

Job Overview

SAIC is seeking a Cyber Readiness Analyst to support United States Cyber Command (USCYBERCOM) at Fort Meade, Maryland. This role involves strategic and operational planning for the development of Offensive Cyberspace Operations (OCO) and Defensive Cyberspace Operations (DCO) policies, plans, processes, and directives. The successful candidate will be responsible for applying the Joint Operation Planning Process (JOPP) and operational design to support cyberspace capabilities for the defense and protection of the Department of Defense Information Network (DODIN).

Key Responsibilities

• Planning and Strategy Development:

  • Review and assess higher-level strategies, doctrines, policies, and directives; provide recommendations for compliance and incorporation into planning.
  • Develop plans and orders through the application of operational art, operational design, and the JOPP, including the integration of cyberspace capabilities into contingency, crisis, and deliberate planning processes.
  • Contribute to the creation of strike packages, validate targets, and incorporate operational goals into real-time planning for DCO and OCO.

• Operational Support:

  • Assist in the coordination of joint operational planning, including briefings, concept transition to execution, and supporting training, exercises, and combat operations.
  • Develop TTPs, CONOPs, and COAs related to OCO, DCO, and the security of the DODIN.
  • Address planning shortfalls, validate requirements, and make adjustments based on evolving cyber threats and environments.

• Exercise and Training:

  • Support the development of exercise scenarios, operational plans, and documentation to meet USCYBERCOM exercise training priorities.
  • Act as a technical expert during Joint Planning Groups (JPGs) and Operational Planning Groups/Teams (OPG/OPTs), contributing to the integration of cyber capabilities in planning efforts.

• Threat Analysis:

  • Research and assess current and emerging threats to U.S. Critical Infrastructure and Key Resources (CIKR).
  • Provide expertise in all phases of military operations planning and the application of the JOPP, APEX, and other related methodologies.

Qualifications

Required:

• Minimum 5 years of experience as a Joint Operation Planner with full knowledge of the JOPP, JOPES, and APEX planning formats and guidance.
• Bachelor’s degree from an accredited institution.
• Specialized education in military joint operation planning (e.g., JPME II, JIOPC, or equivalent).
• Experience with planning in military operations may be reduced by four years with completion of advanced service planner schools (e.g., SAMS, SAASS, JAWS).

Clearance Required:

• Active TS/SCI with CI Polygraph.

Compensation

The target salary range for this position is between $120,001 - $160,000, based on experience and other factors.
