Budget Analyst Job Category: Finance and Accounting Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Continental US * * * The Opportunity: As a Budget Analyst you will support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO- CBRND) JPEO-CBRND Headquarters (HQ). The JPEO-CBRND manages our nation's investments in chemical, biological, radiological, and nuclear defense equipment, and medical countermeasures battlespaces worldwide. This position requires a secret clearance. Responsibilities: As a Budget Analyst you will: --Analyze financial data between various government financial systems to determine errors and assist with reconciliations between applications. --Assist with tracking actual performance in various databases (i.e., Comprehensive Cost and Requirement System (CCARS), Standard Finance System (STANFINS), Operational Data Store (ODS), General Fund Enterprise Business System (GFEBS), Standard Operation and Maintenance Army Research and Development System (SOMARDS), Joint Service Chemical Biological Information System (JSCBIS), Shared Data Warehouse (SDW), and other electronic applications as needed to assist with reconciliation of errors.) --Provide application and technology management, to include the following high-level tasks: * Document, implement, train, monitor, and optimize System Application & Processes (SAP) solutions, business processes, and interfaces, including any dependencies among various systems
* Control change, manage incidents, and provide content
* Develop roadmaps and best practices for knowledge management
--Resolve complex business problems using SAP technologies in the following areas: * Finance
* Operations
* Human capital management
* Customer
* Governance
* Risk
* Compliance
--Improve end-user performance in the Army's Enterprise Resources Planning (ERP) systems, GFEBS and Business Intelligence (BI) reporting (e.g., Logistics Modernization Program (LMP), Global Combat Support System-Army (GCSS-A), Business Objectives (BOBJ) etc.). --Analyze issues and identify and address common themes during training and system changes. --Coordinate with users to identify various SAP transactions*, interfaces and reports are running appropriately and reconciling with source data. *SAP transactions include the following: * Financial Accounting and Controlling (FICO)
* Materials Management (MM)-Logistics
* Spending Chain (SC)
* Funds Management (FM)
* Project Systems (PS)
--Engage with end-users to understand how they use SAP/ERP capabilities and understand opportunities for improvement. --Train users how to use transaction entry and run reports across the expenditure, revenue, inventory, production, and financial reporting cycles. --Train users how to identify issues in software, troubleshooting systems, and products to resolve errors. Additionally, the contractor shall train users how to assess and resolve problems associated with labor and payroll processes and interfaces. --Generate content for Spending Chain - Reimbursable, Sales and Distribution (S&D), MM, PS, and BI related functional forums. --Conduct workshops to encourage best practice use of DOD/Army SAP/ERP systems across the JPEO-CBRND Enterprise, to include training courses for GFEBS ERP, LMP, GCSS-A, GFEBS BI (to include Business Objects), and other DoD/Army tools. --Train analysts in accordance with the JPEO-CBRND audit readiness and audit compliance initiatives, to include reconciliation of GFEBS IDocs with the following systems: * Access Online (AXOL)
* Automated Time, Attendance, and Production System (ATAAPS)
* Defense Civilian Pay System (DCPS)
* Defense Travel System (DTS)
* Integrated Automated Travel System (IATS)
* Standard Procurement Systems (SPS) / Procurement Desktop - Defense (PD2)
* LMP
* GCSS-A
--Train users on how to understand basic IDoc messaging and apply lessons learned to prevent or resolve errors. --Train users on leveraging benefits of SAP High Performance Analytical Appliances (HANA) to improve retrieval of data in support of day-to-day decision-making processes, to include advancing the knowledge of users to understand GFEBS ECC/BI concepts and their ability to apply them using tools within SAP BI, HANA, and SAP Business Objects for data visualization, presentation, and sharing of information. Qualifications: Required: --DoD Secret security clearance --Bachelor's or Master's degree in related field (accounting, finance, computer systems, etc.) --Five (5) years of experience deploying financial SAP/ERP resources, preferably GFEBS, Logistics Modernization Program (LMP), or another DOD financial and resource management system within a DoD acquisition program management office. --Demonstrated knowledge in the SAP modules below, as well as an ability to apply the BI concepts within the modules using tools within the SAP. * SC

--Experience with, and an ability to integrate and interoperate with, a wide range of applications and technologies from various sources across the Army and DOD enterprises. --Strong working knowledge of and experience in the application and continuing use of SAP's NetWeaver and Solution Manager in order to support integration efforts involving various third-party applications, technologies, and business processes across the Army and DOD enterprises; to account for the various components and interdependencies that are involved; and to integrate software from other vendors so that a comprehensive and fully functioning SAP solution is achieved. --Knowledge of software-driven business process improvement using SAP/ECC and BI and will be able to leverage HANA use of real-time data to improve analytic solutions across the JPEO-CBRND Enterprise. --Experience capturing and documenting non-functional requirements, interpreting non-technical requirements, and defining technical solutions to proposals. --Experience with Relational Database Management Systems (RDBMS) offered by Microsoft or Oracle which use Structured Query Language (SQL) to access and manipulate data. --Experience with OLAP products. --Possess the oral and written communication skills necessary to articulate information in a clear and concise manner, as well as a keen attention to detail.
