Position Summary

The U.S. Department of Defense is seeking an experienced Program Manager to oversee Acquisition Category (ACAT) I, II, and III programs. This leadership role involves managing complex projects across financial, acquisition, and logistical domains while supervising both civilian and military personnel.

Key Responsibilities

Program Oversight

  • Supervise Acquisition (ACAT) I, II, and III programs within the Project/Product Manager's Office.
  • Develop and implement procedures for financial management, acquisition, and logistical support.
  • Conduct In-Process Reviews to ensure program objectives are met.

Risk Management and Planning

  • Identify and evaluate program risks, selecting mitigation strategies to align with project goals.
  • Develop comprehensive plans to achieve project objectives within recognized guidelines.

Team Leadership

  • Manage multidisciplinary teams, including civilian and military personnel and contractor support staff.
  • Perform full administrative and technical supervisory duties, fostering a high-performing team environment.

Documentation and Reporting

  • Create and manage critical program documents, such as Requests for Proposals (RFPs), Acquisition Strategies, and financial plans.
  • Maintain and update Integrated Master Schedules to track resource allocation and program progress.

Requirements and Conditions

Eligibility Requirements

  • U.S. citizenship is required.
  • Ability to obtain and maintain a Top Secret/SCI security clearance throughout employment.
  • Completion of a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.
  • Pre-employment and random drug testing are mandatory.

Travel Requirement

  • Up to 25% Temporary Duty (TDY) travel may be required.

Certifications and Tenure

  • Practitioner certification in Program Management is required within 60 months of appointment.
  • A three-year tenure agreement must be signed for this Critical Acquisition Position (CAP).

Qualifications

Specialized Experience

Applicants must have one year of specialized experience at the NH-03 (GS-13 equivalent) level, including:

  • Managing acquisition programs with responsibilities for cost, schedule, performance, and risk.
  • Developing and staffing key contract documents, such as Statements of Work and Source Selection Plans.
  • Allocating resources and tracking execution using an Integrated Master Schedule.
  • Preparing programmatic documents, including Acquisition Strategies, Budget Justifications, and Milestone Packages.

  • Leadership: Directing teams to meet organizational goals and deadlines.
  • Planning and Evaluating: Assessing project priorities and setting realistic milestones.
  • Project Management: Overseeing lifecycle activities within acquisition frameworks.
  • Technical Competence: Applying expertise to ensure program success.

  • This is a supervisory position requiring a one-year probationary period if not previously completed.
  • The position falls under the General Administration and Management Career Field.
  • Telework options may be available, subject to supervisor approval.
