Job Overview

SAIC is seeking a Senior Program Manager for onsite support at Aberdeen Proving Ground (APG), MD. This role involves managing the DEVCOM C5ISR Quick Reaction Capability (QRC) Branch Task Order, with primary responsibility for program oversight and execution. The position involves close interaction with the Government Contracting Officer, Contracting Officer's Representative, and Technical Points of Contact to ensure seamless project execution and delivery.

Key Responsibilities

  • Program Oversight & Execution: Lead daily operations for a cross-matrixed team working across different tasks to execute multiple projects. Ensure the successful delivery of support in alignment with program goals.
  • Leadership & Advising: Serve as a trusted partner and strategic advisor to both SAIC and the Government customer. Provide oversight to multiple project leads to meet performance expectations for cost, schedule, performance, and risk management.
  • Cost & Financial Management: Prepare and provide cost estimates/ROMs and financial status updates as required. Brief program and financial status updates to Government and SAIC leadership.
  • Documentation & Reporting: Prepare program documents such as Point Papers, Issue Papers, PowerPoint briefings, and manpower spreadsheets. Ensure proper communication of program status and issues.
  • Risk Management & Program Success: Execute the risk management plan across the program, identifying, assessing, and mitigating risks early to ensure project success.
  • Personnel & Task Management: Oversee personnel management, including hiring, performance improvement, evaluations, and retention. Review task plans and deliverables in accordance with Government and corporate approved plans.
  • Strategic Organizational Planning: Plan and facilitate the execution of strategic organizational and manpower activities to support a geographically separated team.

Qualifications

Required Education & Experience:

  • Bachelor’s Degree and 18+ years of related experience; 4 years of experience may be substituted in lieu of a degree.
  • 8+ years of experience in program management, with at least 1 year as a Task Order Program Manager on a contract of similar size, scope, and complexity ($250M).
  • Familiarity with SIGINT and/or Army C5ISR Development efforts.
  • Experience with multiple contract types: Cost Plus (CP), Firm Fixed Price (FFP), Time and Materials (T&M), Cost Reimbursable (CR), and hybrid contracts.
  • Strong verbal and written communication skills, with the ability to effectively interact with senior leaders.
  • Exceptional organizational, time management, and problem-solving skills.

Required Clearance:

  • Active Top-Secret Clearance with SCI eligibility upon hiring.

Required Certifications:

  • Project Management Professional (PMP) Certification.
  • DAWIA Level III or FAC-P/PM Senior certification.

Compensation

The target salary range for this position is $160,001 - $200,000, depending on experience and qualifications.
