Program Analyst

Position Overview

The U.S. Department of Defense is seeking a highly skilled Program Analyst to evaluate contractor performance, assess program effectiveness, and provide technical and programmatic guidance. This position plays a critical role in ensuring the success of defense programs by overseeing contractors, analyzing program plans, and ensuring compliance with established requirements. The Program Analyst will collaborate with internal and external stakeholders to ensure resources are used effectively and project goals are met.

Key Responsibilities

Contractor Performance Evaluation

  • Review and evaluate prime contractor performance using qualitative and quantitative program assessment methods and principles.
  • Conduct detailed analyses of contractor work methods, procedures, resources, and schedules to determine their ability to meet program needs.
  • Assess contractor compliance with technical and production reports and review their internal work processes.

Collaboration and Coordination

  • Attend contractor meetings to gain insights into project progress and offer strategic feedback.
  • Coordinate with subject matter experts, program managers, and their teams to develop program plans, documents, budget estimates, and technical requirements.
  • Provide programmatic and technical guidance to contractors and internal personnel to ensure the completion of tasks according to specifications.

Program Oversight and Reporting

  • Lead the development of strategic goals and objectives for the program, defining its long-term focus and direction.
  • Manage and oversee the work performed by at least one prime contractor department, including development, engineering, testing, procurement, and quality assurance.
  • Prepare formal reports for contractor management with recommendations for corrective actions based on performance evaluations.

Resource and Schedule Management

  • Ensure effective use of resources and manage actions to complete programs and projects as scheduled, within scope, and within budget.
  • Provide input to senior management, offering objective data and analysis for informed decision-making regarding administrative and programmatic aspects of operations.

Qualifications

Experience

  • For the BR-03 Band Level: At least one year of specialized experience equivalent to the BR-02 Band (GS-12 Equivalent), evaluating contractor performance and resolving compliance issues with program or quality control requirements.
  • For the BR-02 Band Level: At least one year of specialized experience equivalent to the BR-01 Band (GS-07 Equivalent), analyzing contractor work methods, performance, and compliance with program or quality control standards.

Education

  • For the BR-02 Band Level, education may substitute for experience:
    • A master's degree or equivalent graduate education,
    • OR two years of progressively higher graduate education,
    • OR a combination of experience and education that equates to one year of experience.

Other Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a security clearance before entering duty.
  • Ability to travel, including to remote or isolated locations, and on both military and commercial aircraft.

Skills and Abilities

  • Strong analytical skills and the ability to assess contractor performance and operational processes.
  • Excellent communication and reporting skills, with experience preparing formal reports and providing recommendations.
  • Strong organizational skills to manage multiple tasks and ensure projects meet established timelines and budgets.
  • Ability to collaborate with internal and external teams, providing strategic and technical guidance to achieve program objectives.
